The canton of Lucerne has no uniform citizenship test. Your municipality decides how to check your knowledge, usually in a personal interview. Here is how to prepare for it.

How the canton of Lucerne checks your knowledge

Lucerne takes a different route from Zurich or Aargau: there is no uniform cantonal test. The government deliberately decided against one. How basic knowledge is checked is up to the municipality where you apply. In most municipalities this happens in a personal naturalisation interview with the naturalisation committee or the municipal council. Some municipalities use their own written test in addition or instead.

The interview covers Switzerland, the canton of Lucerne and your municipality: how does democracy work, what rights and duties do you have, how do you live in your municipality? There is no fixed scoring scheme. The committee assesses whether you are familiar with local conditions.

So ask your municipality early on how it tests. Some municipalities hand out material in advance or name specific topics.

What you should know about the canton of Lucerne

  • Authorities: The parliament is the Kantonsrat with 120 members, elected in six constituencies: Luzern-Stadt, Luzern-Land, Hochdorf, Sursee, Willisau and Entlebuch. The government, the Regierungsrat, has five members and is elected by the people, with the whole canton forming one constituency. The highest court has been the Kantonsgericht (cantonal court) since 2013.
  • People’s rights: A legislative initiative needs 4000 signatures, a constitutional initiative 5000. A referendum needs 3000 signatures within 60 days or a quarter of the municipalities. The current constitution was adopted in 2007.
  • Municipalities: The canton has 79 municipalities (as of 2026). After the city of Lucerne, Emmen is the largest.
  • History: In 1332 Lucerne became the first city to ally with the forest cantons (Waldstätten). In 1386 the Confederates defeated a Habsburg army at Sempach. Lucerne led the Sonderbund of 1845, and from 1798 to 1799 the city was briefly the capital of the Helvetic Republic. The Lion Monument commemorates the Swiss Guards who fell at the storming of the Tuileries in Paris in 1792.
  • Geography: Lucerne belongs to Central Switzerland and is its most populous canton with about 441,500 people. In the city the Reuss leaves Lake Lucerne, and the local mountain is Pilatus. Lakes Sempach and Baldegg lie entirely within the canton. The Entlebuch has been a UNESCO Biosphere Reserve since 2001.
  • Culture and economy: The Chapel Bridge with its water tower burned in 1993 and was rebuilt. Carnival (Fasnacht) begins at 5 a.m. on the Thursday before Lent, the Schmutziger Donnerstag, with the «Urknall». The Swiss Museum of Transport, the Lucerne Festival in Jean Nouvel’s KKL and tourism shape the city. Schindler has its headquarters in Ebikon.

The naturalisation process in the canton of Lucerne

You submit your application to your municipality. The municipality assesses your integration, holds the naturalisation interview and decides on municipal citizenship. The canton then reviews the application and forwards it to the State Secretariat for Migration (SEM). After the federal naturalisation permit, the canton grants cantonal citizenship.

As proof of language the canton requires German at least at B1 spoken and A2 written. For the residence rule, three years in the municipality within the last five years before applying count. On costs: according to the Federal Council, Lucerne is among the cantons with fairly low cantonal fees, in the range of 300 to 500 francs for a single person. Municipal and federal fees come on top.

How to prepare

Study with the cantonal list «Kenntnisse der Schweiz – 100 Fragen und Antworten». It covers the most important federal and cantonal topics and includes some questions about Lucerne. Many municipalities recommend the apps «CH Info» and «VoteInfo», and some point to naturalisation courses, for example at Caritas Luzern.

Because the interview questions are open, it helps to answer in full sentences and explain connections. Practise your answers out loud, ideally with someone who asks follow-up questions. Find out about your municipality: who sits on the municipal council, is there a municipal assembly, which clubs and events are there? Questions like these show the committee that you take part in local life.

Residence requirement

In the canton of Lucerne you must have lived 3 years in the commune of naturalisation within the 5 years before applying before you apply.

On top of that come the federal requirements: a C permit and 10 years in Switzerland in total, 3 of them in the 5 years before you apply. Years between your 8th and 18th birthday count double, but you must actually have lived here for at least 6 years.

Depends on the commune.

On top of the cantonal and communal fees comes the federal fee: CHF 100 for an adult, CHF 150 for a married couple applying together and CHF 50 for a minor.
